Judging Shattered Vow only by raw weapon damage misses its purpose, but forcing it into the wrong setup is equally unhelpful.

If you are deciding where to spend time and Diablo 4 materials, start by checking whether your build can maintain strong DoT pressure on elites. Shattered Vow is most valuable when that answer is clearly yes, and when endgame targets live long enough for its execution mechanic to earn the weapon slot.
